Well yes you'd have to abuse the W button to slide on the rail while with 150+ FPS you don't.
But why Marcell's idea which came out of getting owned by another cop won't work is because:
1. Argonath doesn't restrict framerate (yet).
2. You can't script the framelimter away in Pawn.
Another fun fact - the closer you get to the beach the higher your framerate gets. Mine went up to 500 FPS lol

There is a Frame Limiter option in PAWN, tho I never tried it..
So it could be bugged.

It's common sense the FPS is higher when you're on the beach. Less objects are generated (the city you see is LODs mostly) as well as cars and sounds.

What are the reasons and advantages of freezing FPS on anyway?

If the framelimiter's on everyone will have a constant value of 30 frames per second, which will make the game equally difficult for everyone. If it's off it'll give out a variable rate which can range from 30-500 or even more, which theoretically makes the game faster for the person with the framelimiter off but that's BS. That person won't synch properly and all that'll happen is massive warps all over the screen.

SyncFramelimiter is set to true. Unless this allows framelimiter off, it's a Pawn bug.
