you need to register the file as 32-bit..
Open command prompt, go to the folder where is the dll and type:
C:> regsvr32 dx8vb.dll
If in trouble, send PM to Aragorn... he just managed.
That didn't just work for me, if this doesnt work for you, go into safe mode then do it and it should work.

Reinstaled GTA:SA and still same problem, crash when enable saCamHack.It can be incorrect placing of dx8vb.dll file...
Did you manage to run dx8vb.dll? (there is a difference for Win7 32 bit and 64 bit)I have 64 bit and had the same problem. Pasted the DLL file in to both sysWOW64 and system32 and it worked.
Win7 32bit you place it into C:\Windows\system32\
Win7 64bit you place it into C:\Windows\sysWOW64\

If the GTA SA is virgin now try to reinstall sacamhack (in case you sure you placed the dx8vb.dll file into correct folder)...

Yes I run camhack and GTA SA as administrator.Same, still crashes
I did try remove "GTA San Andreas User Files" but it still crash IG.
I tried delete config.ini and all .cam (only views.cam), but still same.
I'll see if I can find it, also, I would recommend you install all windows updates.
For some reason when I'm ingame running Camhack, the FOV (field of vision) is warped up a bit (I'm running 1900x600 Widescreen Enabled) and it looks wider and shorter. Also, I'm unable to use the mouse when using free mode..?
Soo yeah i have putted that dx8vb.dll in Windows/System 32 (im using 32 bit)
But the point is, i cant run the cmd.exe as administrator as you can see on picture.
when im typing the line its dropping some error
