Title: an addiston to the criminal stats

Since smuggling is illegal cash, I think it should add to the illegal income/criminal Bounty some cash.
If some one smuggles 2000$ worth of jewels and sell it, It will add 2000$ to the criminal Bounty and to the illegal income.

This was supposed to be done long ago. It was one of the more minor pieces of code I blew off for other features, but it's done now.
