and what's the point of GASH and Rafaels? if you can take them free from house?

ammunation and clothes business still works good.

External weapon dealers - Ammunation being popular - non-gang HQ members can also buy weapons.
GASH/Rafael's - you buy your clothes from either of these two shops, before having them stored at your place.
