I plugged a new dvd writer and then i try to switch on the cpu. And after that theres no display on my monitor. I already try to remove the dvd writer.. and still.

Does your graphics card use an extra power supply? Like another power plug to it, if so, make sure its connected.
You may have pulled an IDE Cable out of the Motherboard or a SATA Cable, so check if those are all in firmly aswell as the graphics card itself.

1. Make sure every wire is plugged (that are needed, use manuals if you don't know yourself)
2. Make sure your RAM is *tightly* where it should be
3. Make sure your video card is on it's place
4. Make sure you do it in this order.

If you have disconnected or turned off your power supply before installing the DVD writer (and you should have :P), then maybe you just forgot to turn it on/plug it back in
Also if it was not a SATA drive but an older PATA drive (ie. you plugged it in with a wide gray ribbon), make sure you have set the master/slave jumpers properly on the drives connected to that ribbon.
Simplest solutions first, guys. Why even mention RAM or graphic cards when it was only adding an optical drive...

It's very easy to do this sort of thing.
When you say it does not turn on, do you mean the screen does not come on, or the computer does not come on?
Do you hear any fans starting up or any sign that the computer is on like lights or anything?
