Well, as the topic name says. Frankly, I'm quite interested how the rule is. I remember some months ago I got warned for doing this, I was told that it was considered driveby as driver, and therefore not allowed. I had no clue of this being against the rules, but nowadays people are flying around in jetpack shooting at people. I feel that the rule is quite blurry and I simply got no idea if it is allowed or not, since basically; you're extremely hard to hit while flying around in a jetpack, which gives the user of the jetpack an advantage to the fullest.
An answer and explanation would be lovely, thanks. :)

I believe so, and my reason basically is that jetpack is considered an aircraft however not listed as a vehicle.

I would say it's disallowed, but I am not sure to 100 percent.

Jetpack is not a vehicle, theoretically, and therefore the rule does not apply to that.
I've seen tons of people shooting from a Jetpack, and tons of people chasing me with a Jetpack.
Never seen as much as an /ajail for that.

As Jesus reminded me,i was using it against FBI when i was a moderator.
Nothing bad happened. But i guess we better wait for a Manager or one of the Owners to clear it out,we might be all making a mistake here without knowing it

Well I think cops can call Hydra/Hunter for suspects with jetpacks.
Actually cops cant.
The rarity of a capt+ or FBI division cheif+ being online is alone rare, let alone being available in the very time they are online.Plus cops cant call heavy air over any airborne target unless its wanted for heavy crimes, so a evading suspect shooting with jetpack we cant call a hunter out on(And hydra is useless on jetpack, hunter's minigun works)
So in simple words, a jetpack is a indestructible shit unless it has a hunter's minigun on its ass, and the chances for you to hit a jetpack from ground is 1/1000 per bullet fired(So a skilled jetpack pilot=more deadly than a hydra)
And yes i went on a TDM server to check the power of the jetpack, and its freaking powerful.
Even if it isnt allowed, i believe a rule needs to be made about not being able to shoot from it..

Indeed, it is quite easy to take down a Jetpack once you learn how to aim.

And it's quite easy to avoid bullets if you know how to fly one.

For starters it is not equal to a driveby. You must understand why driveby as driver is not allowed. It is not allowed because there is auto-aim feature when you DB as driver.
In the case of using a jetpack, why don't cops use a jetpack too? That would be interesting then...army of cops and criminals in a shootout hovering around each other :D
No need to make it so complicated guys. Nothing wrong in using jetpacks as far as I can see.

Well, I have been told both ways, it's allowed and it's not.
But I always avoid using it.
But it is 100% allowed, confirmed by Gandalf.
But it is fairly lame using it.

Grab a tec-9 and go to a TDM server i guess(Unless u wanna cause some noise in argo :D) and get a jetpack, now try attacking a few people.
Plus i just noticed another thing, suspects can still escape WHILE they are on a jetpack, thats kinda script abuse since unless theres a hunter on the jetpack's ass, it can fly up to heights where its outta police sights, so land on a building and if by any chance cops get on that building, he can just fly away.

Cops can get a Jetpack too, use them to catch criminals. It's not like they are restricted.

That's not the criminals problem, it's the cop's problem that he/she is not skillful enough to take down fire with fire.

It's not unfair, as the so called "advantage" is available both for cops and criminals.

Depends... If he came to Los Santos and all what cops can do - to wait him down on the streets (you cannot shoot jetpacker from helicopter so heli is useless) or to drive to the zone 69 to get the other jetpack... For that time criminal will lose his wanted level...

Besides, it is fairly simple to chase a suspect in a jetpack with another jetpack. I've done it before, and killed him after an epic chase through the skies of Los Santos.

Indeed. The jetpack has no autoaim (it has the same aiming system as on foot, but only allows one-handed weapons) and the person can be shot as normal and will take normal damage.
Also as someone mentioned, cops can either ram them with a plane or use the dodo/beagle to have a passenger driveby them.
... fuck man, somebody has gotta try that. I wanna see a jetpack-wearing suspect dive aboard the wings of a beagle and have an epic gunfight in the sky.

Then theoretically the unfair advantage would be the lack of your shooting skill.
If both "parties" can get it, both can shoot it, and both can kill it - It's not unfair.
HOW you want to kill it may depend on the outcome however.

It takes only a couple of minutes to get it, unless the criminal has 5 minutes /rhl the cop would make it. Besides, you forget the most important thing of cop duty - Teamwork. Have one unit follow the Jetpack in a cruiser, a car is much faster than it. As long as a cop is in-range it will not escape. Then use necessary force, may it be SWAT team or 6 cops in a Jetpack.

I was going to post a longer reply but I'm not even going to dignify that frankly laughable post with a thought out response.
Maybe you should stop expecting easymode and actually get good at this game.
