Title: Improve /commands and /copshelp and other

All those commands for help are totaly mixed up  (except /accounthelp) they're more likely gona confuse you if you're new to server.

I think that they need some organising.

I believe this is alreayd being worked on for RS2.0 (though if it could be updated earlier, that would be very nice!)
