Great work. You should put more CCTV systems around the server. ;)
-
And what exactly is to be done about Law Enforcement who use the wrong ramp?
You have the evidence no?...

I had video tapes of EVERYONE who passed the mullholand intersection
Sadly i deleted the tapes as evidence against SAPD is no use- no way to do anything about them

You can just report them and get them severely punished

that is just pure corruption then.
When I was a FBI cadet attending a high case in LV I went up the wrong ramp, and a bunch of SAPd guys stopped me... Whilst I am on duty in a FBI car rushing to a operation. That particular case was dealt with.
If FBI was not immune, why should SAPD of all be immune??

I would ticket them with pleasure, but i cant do anything against them. Why?
Simple! ARPD Report section doesnt allow to report for traffic violations.
If only ARTP had power to ticket law enforcment ;(

I don't think the limit of law enforcement exists for ARTP which you speak of.
ARTP if it wants to roleplay police should be on cop duty. (/duty)
So COPs can give tickets... no?
So erm?
Who'se to say you can't make a petition or file an official report from the ARTP with attention of the ARPD Chiefs in City-hall? This can be regarded as an official protess no?
Don't take much offense but, you have been silly and not thought hard enough when you removed the evidance (although it could be easily re filmed ). Everyone is accountable to the law, if in ARPD there is some rules that say you can't report people unless this or that - take it to court ( as or make a public petition etc.
I don't see how ARPD Chiefs would not use your evidance regardless and use it for improvements... They afterall don't work for rep, so what's the real problem?

If SAPD used the incorrect ramp at the Mulholland Intersection without responding to a call a report may be made to his high command staff.

Leader of Mulholland Intersection;
Senior Officer Tinmothy Manners
