Please visit sa-mp.com and ask there for information on servers - where the wider sa-mp community including fellow people setting up samp servers can answer your post as apposed to asking here and flaming people.

I wish some people would just read the damn  question instead of warning me. Ive gone through the steps at portforward.com and they dont work

2. I dont want to port forward utorrent
3. I dont even have this kind of modem

before anything else, try opening the port with Windows Firewall.
even if you disabled your windows firewall, its core blocking abiltiy stays active.

I have an arris modem too, and im not able to change anything with it. (Comcast owns it). you get into most arris modems with 192.168.100.1
and if you have a modem and a router, the modem usually doesnt control port forwarding.

if using the firewall method dosent work, it should be your router.
the most used IP to get into your router is 192.168.1.1

common login for routers (if yours asks) are username: admin | password: password or username: admin | password: admin

then i would look around for anything related to port forwarding.
