Hi, i'm sugesting the removal of fuel system for awhile, because of following points
There is a relatively small amount of state cars, and most of the times these state cars are without fuel. I remember i came in about midnight, i found ALL state cars without fuel.
The map is like the same size of SA one, but the difference is: the game engine itself makes it slower to reach places by running, so, cars are a must to get to places, and cars without fuel are not a good use.
- Cars never/almost never respawn
I never seen a state car respawning without an admin help or server restart.
- Relatively expensive to fill up
It's relatively hard to earn money, and when you earn, usually you'll spend in gas, because almost all state cars are without gas.
IV:MP has a limited vehicle cap, even through the limit is 65534, the server will become more crashy as more cars are implemented.
it takes about a year to get to a car, and when i finally get one, it's out of fuel, so, it's VERY frustrating.
I have tried calling cabs, but, rarely one comes, so, where's the state cars? they're probably out of fuel.
Yep, even through fuel system seems a good script, it's not the right time to implement it.

As an alternative to this idea, what about having the vehicles that are left unattended for a certain amount of time and have no fuel be respawned automatically to their spawn location with full fuel? Users can't easily abuse this since they would have to go back to the vehicle's spawn anyway, and it would prevent some user frustration over abandoned vehicles without fuel, plus it would keep some cars from being ditched on the street. Since this requires the vehicle to be both unoccupied for some amount of time AND be completely out of fuel, it shouldn't cause any sort of conflicts with RP's, and if tow trucks are used at any point in the game to tow empty vehicles, they wouldn't be affected so long as the tow truck reaches the vehicle within a decent amount of time.
