Well IDK if this is implemented but! I'd like it this way
Wanted Level = WL
Heat = H
Stars = S
Citizen ( 0 WL, 0 S ) : White
Low Wanted ( between 1 WL up to 5 ) : Yellow ( Like the citizens nowadays )
Medium Wanted ( between 5 up to 16 ) : Orange ( Like the sharks nowadays )
High Wanted ( between 16 up to 30 ) : Dark Red
Maximum Wanted ( between 30 up to infinite ) : Red ( Like the medics nowadays )
What do you think?

May be useful having at least one set colour for wanted suspects, but as the map isn't too big and as there aren't huge numbers of players at any one time, it doesn't tend to become a problem?
We may have to change a lot of the other colours for this to fit, though.
A star system has been implemented in 2.0. :)

Since orange is most commonly seen in Argo as a suspect, I'd recommend making the wanted levels different shades of orange, if implemented, to avoid confusion. Right now Medics and Firefighters are using red, and the last thing cops would likely want is to see someone as an enemy or ally that is actually the opposite, and don't realize it until it's too late :)
As a side-note to this, if a Medic or Firefighter are suspected on duty and they are maximum wanted, using your system, you wouldn't be able to tell with the radar if they were wanted or not D:
As for Citizens, I agree that they should be white. White tends to mean innocence in most things that compare color to meanings, and white is also generally recognized throughout Argo as a Civilian color.
Changing this would also open up the opportunity for using the yellow blip color with other jobs or statuses.

My favorite skin is the Shark and I remember some SA:MP Argo guys coming to the VC:MP server were hunting me down because of the orange shade on my name. :()

Changing a player's team (color) is bugged in VC:MP as of 0.3z R2, and will sync to some people, not sync to others, and only partially sync to others. We can remove a blip, but we can't really set a new color. On top of that, this functionality is completely missing in Squirrel because of that, and probably won't be seen until 0.4. So an idea like this likely won't be implemented in 2.0.

One of the few SA:MP features that won't hurt VC:MP if we adopt it, is the name color system.
Law Enforcement - Light Blue / Dark Blue
Suspects - Orange
Medics - Pink
Hookers - Purple
Drivers - Green
Admins On Duty - Red
It should be possible in 0.4.

I have never had problems with VCMP blips... Using /c area gives you exact location enough to look him/her from the map and follow him/her
