Title: Message to cops.

Hello Freeofficers of the LCPD.

I know half of who is a freeofficer regularly checks this board. I myself is also a freeofficer and I just want you guys to know, that professionalism is very important especially if you want to be a cop. I look
around every day and I see officers firing at suspects without asking for surrender or suspecting for bogus reasons, or shooting innocents without suspecting them first. I know some of you are professional when it comes to LCPD, especially pulling people over.
I am hoping the freeofficers that do not know the police rules much yet, should know the few basics BEFORE engaging on a suspect.

-Attempt to pull over the speeder or reckless driver, if he is not a speeder or wreckless driver, but does attack you in Roleplay manner, suspect him with (Example, /su 3 Assault on an officer, or Assault on a civilian) Depending on what it is, and not just /su 3 SHOT ME or /su 3 asdlfkj, just to give them the orange tag. You want to attemp to roleplay the situation and work it out.

- If the person evades, suspect that person and attempt to use /s1 /s2, or /s3, which will acknowledge the suspect to pull over immediatly or police will use force.

- If the person is running on  foot, attempt to make him or her stop and not just spraying fire at him.

- If the person STOPS, do NOT engage. Make sure he knows to give up. Half the time, when suspects stop, they are stopping to write /gu, or "Dont shoot, I will surrender!". Thats why its important to not engage right away.

- If he or she is unarmed, be careful with opening fire especially if the suspect stops. When the suspect is running away, after asking the suspect to surrender, its then necessarily to engage.

- It is nice to be professional, then the suspect wont be intimitaded by you and, will most likely stop and comply.
I am hoping that at least more experienced cops will help the new officers to do their job and not just "DONT SHOOT HIM, HES NOT SUSPECTED", "DONT SHOOT HIM IDIOT, HES BUGGED", or "YOUR STUPID, GET SOME EXPERIENCE BEFORE BEING A COP". Its more respectful, and less stressing to help the new cop do their job.

Well.. not a big help from this but it's good you wrote it. I think that the most of the freecops that are causing troubles on server are newcomers who didnt register yet on the forum. For the explaning them the rules of arpd, it's quite hard in begging because all they ask is how to become cop and the moment they get the uniform and weapons they start chasing "suspects" around the city. First reason for that is, in most cases, because  the HFM ( Hungry For Money ) cops, that are a bit longer on server... /su them for little things. And then, because they don't know the rules, don't know to role play, don't know english.. or something else.. they got killed. After that is all about hunger for that same power to /su and kill.

I would like to say to all of you cops that are registered here, please have more patient with newcomers and theirs rule/law breaks. They don't know that, and they absolutly love to speed around, shoot on people and cophunt. Don't /su in a moment newcomer that had evaded you, try to talk with him.. explain him what does he can't do and why. If he understands, GREAT.. if he don't.. well, at least you tried and thank you for that :)

On the other side from that, for the players that are here a couple of weeks, be very direct and /su only if they are lawbreakers. If they are registered drugdealers or criminal family don't hunt them ( Constant following ) to see if they are going to make any little crime so that you can /su them again. Not right!

If they hunt you.. please report them! It's also not right tu /su them for constant cophunting just because you want one more 1000$

Well the solution is pretty easy to solve this matter. Those who play cops regulary should take time to patrol with the newcommers. Instead of them roaming around like maniacs, take time and show them what to do.

Well the problem imo is that they are not interested in reading this material nor are they ought to be following these rules and procedures that ARPD suggests, cause they are not part of ARPD. And most freecops dont have forum account at all. The unprofessionalism is not that big problem among people with passports, but it is for those who dont know the rules.

Anyway, nice that u brought that up Driggz, if this message will improve even one person then its a success.

New players (and that's generally the ''problem'') don't give a real shit about what is written on forums. And actually that is quite right, no one should spend time learning a bunch of procedures in order to do something in a game like this - of that we have enough in real life...

And hey... You are playing GTA IV, aren't you? Cops shooting Niko at any signal of resistance... Nothing's different... If a suspect runs or returns fire I believe that is reason enough for any cop to interpret the act as lack of compliance...
