Hello.
I have recently discovered that some games have some sort of patch to trick the game into thinking that the game has a specific shader version.
For example I couldn't play TES 4: Oblivion because I didn't have good enough shaders.
But after downloading the patch oldblivion, it could be played on my (lower spec) shaders.
Does IV have anything like this? Because I don't have Vertex shader 2.0.

No such thing exists. You can try 3danalyze however don't expect emulations of shader versions to appear correctly or for that matter work.
What are the basic specifications of your computer if you could list them? i.e. Processor and memory.
You could try Swiftshader too i found a video on Youtube so you can expect how it will look and play. GTA IV running on pixel shader 2.0 with shwiftshader (http://www.youtube.com/watch?v=bvR147LBOFs#)
