I actually have 3 ideas.
The first idea, sometimes, you see a color bug, or a suspect that is jailed, and they're name color is a very saturated orange color. My idea is just to simply switch it. Have suspects with a saturated orange so they stand out, and when they are jailed, have it a normal orange, so it will seem like theyre suspect color is just fading to a yellow. Very simple idea that makes criminals stand out in a chase or something.
The second idea is adding a heat system. Plain and simple how it sounds, lets say you get suspected for evasion. You get 1 heat, or 1 star. Then you start opening fire on an officer, and they need to suspect for assault as well, then they're heat level gets increased to maybe 2, since he has done multiple crimes. If he commits a murder, then his heat level gets raised by 4 or 5. This is a great opening for the idea Lazlow gave with the pursuit vehicles. So if a suspect has a heat level with 4/5 or more, then pursuit vehicles will be accessible, either for freecops+ or for cadets/officers+.
Of course, as the suspects heat level raises, the more money he will lose if he dies or goes to jail, and the more the cops get. So it will encourage the suspect to say "Hey I better turn myself in, before I get more heat on me and lose more money", it will make players want to "be careful" with crimes so to speak.
If not this complex, just make a heat level without adding money or losing money.
Its kind of like real life where if you make multiple crimes, you get more charges against you.
And for my third idea, I dont know if IV:MP can support this (yet), but here it is anyway.
In my country, the police have "Bean-bag" shotguns, to stop a suspect from running, or to put him down without killing him. We should add that to stubby shotguns. Instead of police going Rambo with a shotgun trying to kill the suspect, the bean bag shotgun simply paralyzes the suspect so the police can move in and make an arrest. It will discourage the war that happens when a suspect is running on foot and there are police shooting him with a shotgun and not kill the suspect.
So 1 direct hit can paralyze the suspect for 3 seconds. If its really out of hand, police can equip themselves a regular shotgun to replace the stubby in different situations, so if the police open fire on an unarmed suspect, then at least they don't kill him

Supported on first idea deffilently.. Sort of supported on the rest but still thinking about it.

First one is good, it would be like they are on suspended sentence. If they do anymore crime theirs jail time would increase :D
Second one.. hmm, a lot of chases that would be with 1 or 2 stars end up as a chase with 4 stars.. where you have 3,4 police cruisers, 1,2 FBI cars and maybe a police heli xD But, if they would make somekind of automatic system, that will call more units if needed, then I want this idea too. But, for now, I think it's better that we build up our team work on server rather than to do something like this. Question - If suspect have one star, how many cars should chase him..? One or? :]
The 3rd one I don't like xD It sounds unrealistic although the "rambo" mode of suspect is pretty far away from realistic.. but I would prefer it more than to freeze suspect (:
For the shooting, I think it would be much better when the next version of mp is out :]

1. - Its a nice idea.
2. - Something tells me that players will do a little carkilling or dming in order to get higher wanted level. Like in single player - you always try to get 6 stars :D
3. - Well adding new weapon that can stop suspect for 3 seconds is idea I don't like pretty much. Cause still that doesn't mean that cops will actually use it and for example if 1 of 3 cops does, suspect will never be able to get away from two other cops with shotgun.

1- I don't like it very much, cops just need to pay a bit of attention :)
2- Absolutely not supported the economic part of the idea. Actually at the moment if you suspect a person twice he gets his /rhl reased, but making it start from 1 star to 6 is a nice idea. I don't like when you must check a suspect's level to know what vehicle/procedure you have to use also because if a person gets suspected once for kidanpping this doesn't mean he is less dangerous than someone suspected for reckless driving and then for assault. So basically you just need to read the /crime to understand what to do ^^ use common sense (and your Law Agency's procedures).

Little late reply, but better late than never :D
1. Would just be confusing imo.
2.I like the rough idea, but not the money part as this would definately cause abusing. Cops suspecting for false or insufficient reasons to earn more money, multiple suspections would also make the suspect to never flee. Ofc he will shoot cops if he is running away, but with this system every cop he attacks would resuspect him for assult. I support adding some database where all player crimes would save and which would be accessible to cops etc. Basically, when person commits crimes or gets suspected the reason would save to database and could be accessed by other players with sufficient permissions.
- So supporting adding crime database/criminal records. Not supporting rest of the idea.
3. Improved sync would fix this cause atm players are not really afraid of getting killed, because the sync is so bad and odds of surviving huge chases on foot is high. And in newer IVMP versions the melee sync is probably better. Basically I think it's not needed, we just need to wait for the sync to improve.

i like the firs n second Idea But i have a comment on the Second one . if that Heat system added successful So First the criminals or the suspects Will do any thing to make the all server Come after them that's mean Heat 6 they will thought that's another High level of fun Hmm in this situation What will we Do Get the Sus and take him Down Nope That's what he want he will Just lose 1k and have alots of Fun and as we know They never Give Up So what should we Doooo think with me Yea Tazer I am already know that's Gandalf Don't like Tazer But i guess He should do it In this Situation to make The sus Pay For what he Done and should be like 10min jail For that Heat n like 8min For 5 Etc.... Thats All

Supporting heat idea, the bit that the better criminal is, the more his head is worth. That way atracting more cops for more juicy reward.. details can go pages long.. i want to save my fingers ..
about others, i don't really care ^^

Idea 2: Expperienced players will sit back and let new guys chase criminals until they get 6 stars, then cash.
Not supported. Better to give someone at once 6 stars and make the amount go less by /rhl
Idea 3: As with tasers on SA:MP the owners prefer to use only those weapons which are available from single player (and are present in the MP), with some restrictions for weapons that can cause group DM.
Creation of custom weapons is not supported.

I wouldnt rush /rhl idea so fast.. maybe is better that the less time its left, the more his head is worth? maybe even the red-er the name would get?

I wouldn't touch the economical part.
Here's an example: If a person is suspected for murder and has still 2 minutes as suspect and another one has 10 minutes for GTA, they murderer should have most of the attention . . instead with this system cops would chase the 10mins guy . .
