Ill go make it now.

First of all, find a good background. I used a brown paper background. I used this (http://www.ibackgroundz.com/pics/o/l/old-paper-texture-i-a-ibackgroundz.com.jpg) one.

Make a new layer. Now go make about 6 fat lines in your document. Make them like this. (http://oi43.tinypic.com/29yqeev.jpg)

Go to "Edit > Transformation > Perspective". Play with it untill you get something like this (http://oi42.tinypic.com/2ns8dwp.jpg). Remember, it doesnt have to be exact like the one in the picture.

Right click on your "lines" layer. Ill call it the lines layer. Click on "Blending options". Go to "Gradient overlay", and click on the black and white beam next to gradient. Click on the rainbow colors. Just like this. (http://oi39.tinypic.com/2lu2x6d.jpg)

Click all the "Ok" and shit. Now duplicate that layer with the lines on it, and go to Blending options again. Go to "Patern Overlay" this time. Find some good patern on this (http://www.brusheezy.com/Patterns) site. I used some flower patern. Import this to photoshop, and select it in the patern overlay. Set the opacity to 20%. Also remember to deselect "Gradient overlay" on this one. Use these (http://oi41.tinypic.com/35lf2tj.jpg) settings.
