You don't need any special requirements. You can do any group you feel for but if it's going against the Consitution of Argonath (http://www.argonathrpg.eu/forum/index.php?topic=57761.0) will the law enforcement apprehend you. Same applies with the Argonath RPGs serverrules (http://wiki.argonathrpg.eu/index.php/Argonath_Rules), the administration will take care of you if you breaking any rule.
All you need is money, time and creativity. The start is always the hardest part, you'll need to get members interested and you'll put time and effort with no paybacks at all.
It's your choice if you want to wear a clantag, no one stopping you. You can't interfer in any other group / clan / gang tag, unless that you're free to wear any tag you want.
Many want their groups offical but many fails aswell. Why is that? Not enough members, not enough patience, not enough time and so on. You'll need to find members that are interested in your group and objectives, a group isn't running by itself, it's running by its members and especielly the leader. As a leader you'll need to take care of the most things until you find a suitable player that can help you in an administration position, unless you taking help by the first one who apply - and by own experiences that doesn't turns out good.
What do I think about a San Andreas Border Protection Agency?
Well, an organisation that protects the borders are always appricated but as we have San Andreas Metropolitian Police Department and Federal Bureau of Investigation we cover the most, but not everything. An organisation that working along the borders could be useful but then you need to cooperate and be creative, a mind for roleplay are useful.
Keep in mind that you'll not get any advantages as a headquarters, /duty room, vehicles and so on. You'll need to go on normal police duty and get your own vehicles and headquarter(s). Once you become an offical group (which will take time, a lot of time) you'll gain access to these things mentioned above.
Good luck with your group, my inbox is always open for further questions.
