Well,like in ARPD forums,"On Leave" board,if someone is leaving he can post a topic there.

This is a community, not a group which you need to apply to join. You are free to come and go as you like. :)

The leaving board was removed like 3 years ago because of all the attention whoring spanned from the threads posted, if I remember correctly.
