My specs:
6GB RAM
Es500 @ 2.60 GHz
I'm getting a good graphics card soon that can play GTA IV pretty well. I'm looking more at Crown Vic mods than anything else.

What is the GPU model?

There is a simple way to check.
If you can run it on medium settings, your good with average mods.
If you can run it on high settings, you can run any medium mods.
As for extreme level mods, nope

GTA IV is very CPU heavy, so although a GPU helps, do not expect a massive performance increase.

how many cores is your CPU, also what model CPU do you have?
to check Model:
Start > Right Click on Computer> Go Properties > Check Processor
It should say something like "Procesor: Intel/AMD blah blah blah"
To check Amount of cores: the best way to check is to do:
Ctrl + Shift + Esc (windows 7/vista) or Ctrl + Alt + Del (For XP)
and then click Performance, and how many boxes it has, is how many cores.
