Contact a SA:MP Manager or above for help with that. Let them know the email address you used when you registered your account and other possible evidence you may have that the account is actually yours.

i have no evidence when i went inactive there was no /setemail function

I'm sure it's possible to solve in other ways than that but it might be a little more difficult- but just speak to them and see what y'all can do.
