Title: LCPD :FR Without social club?

You need the patch for GTA IV which LCPD:FR requires. Keep in mind also that this is not compatible with Argo's IV:MP server, and that LCPD:FR may or may not require an earlier patch for GTA IV than the latest, which requires you to have Social Club installed itself. It's been awhile since I've played the mod myself, so I'm not sure of it's exact requirements for the version you are using, but hopefully that helps.
