This may fix your issue. It's called Stream memory fix.

The roads where not the problem, i have them along time ago, but the cars i have been modding all of them and i just removed them and the game stop doing it.

Ok, so today i tried to enter the game with the menory stream fix and this popped up

[SA] Stream memory fix. ERROR !

Sorry, but this version of GTA_SA.EXE Is not Supported
