-
Re-install the windows.
-
Is it during game, or some program or just normally that happens? Have you tried alt+ctrl+dlt?
-
Your Windows installation is littered with processes and programs going on the background, causing 100% CPU utilization and/or use of RAM.
Cleaning them or shutting down unnecessary programs ought to help. There are plenty of guides on the Internet.

This used to happen on my laptop as well (frequently, but not every time).
Happened more often while I had Chrome running, and sometimes even when I exited Chrome it would even recover from "not responding". I thought it was just some bug/incompatibility, but as Icy mentioned its probably to do with the memory.

I get kind of same now, lag operating the windows right after I exit GTA 4, So ICYAERO's reply will solve the problem for sure.

Most laptops have a rather complicated power management installed. This causes the laptop to freeze if it thinks it should suspend a running program from accessing resources.
Either that or the special feature that makes the computer freeze of people trying to use fast pausing.
-
The cause of these freezes can also be the result of an illegal version (downloaded version) of GTA San Andreas,
the only solution at that point is to buy an legal (CD) version of GTA SA, which will probably be around 10 bucks.

This used to happen to me when I used my cousin's computer. I usually avoided it by pressing enter to continue the game.

Not even necessary.
