Anyone know if i will can play SAMP if i buy Grand Theft Auto San Andreas Steam?

No, you can't. Steam sells the latest version of GTA SA i.e., V3. You will need to downgrade it, but that is illegal.

To be precise: downgrading is not illegal, but it is illegal to modify the files of Steam.
