Use a round brush, one two pixels big, pick Mode: Clear and start to clear the white by hand.

If the picture has a bright contrast, like for example this:

Use the magic staff tool and select the white parts. Just click delete and voila.

You should delete that cs3 and download the CS5 one, it's better.
