I already tried million of patches, download brand new gta3.img file, I even bought a brand new gta sa cd, Nothing seems to work... My PC Info is:
Processor Intel (R) Pentium (R) CPU 3.20 GHZ
Intel (R) G41 Express Chipest
Ram of 2GB.
I'am already running game booster and fan controller and my game used to work perfectly before.
I'am paying 10K to the person that get my game to work properly.

Trying to play online aswell is going to make it worse I suppose.

What exactly do I need, better processor, a video card etc? and is there anyway I can run the game smoothly in my current PC... because it runs better on my 2 Years old laptop

A graphics card can help you
Else your best bet would be to use a very powerful downgrader
Also @rusty- MP makes it faster than SP, since in SP your computer computes everything and it computes a lot such as npcs, in mp it only has to render what the server tells it to.

Maybe you tired this but try reinstalling your GTA into a different folder in different virutal hard-drive. Totally delete GTA SA, then run a coockie / trojan tracker / cleaner, Run your anti-virus and delete every threat. Check your desktop, if it's full with useless junk, delete it because it slows your computer. Run your task manager - go to processes and check for programs which takes much RAM memory and aren't used. Check your hard-drives, avoid your main virtual drive (The one which contains Windows) from being full and filled with downloaded, videos, movies. Try GTA after that, if doesn't work, I guess the next step is to format your computer, if it doesn't work even after formating your computer then my best guess is that you'll have to buy a new computer.
P.S: I know it seems much to do but that is what i'm usually checking and doing if my computer starts to run slow.

If it is virus-free, then the problem is probably your specs or your video card. Back when I played SA:MP on a CPU with 256MB of RAM, the lag was horrible, and nearly the same on a 1GB RAM CPU. :)
