Title: Automatic time/weather change

Typical scripting job, the idea that will fix monotonous noon time and clear weather (unless it's changed by RCON, which is not often).

It's annoying when the weather randomly changes every 2 minutes.

Could be even half an hour if you want. But time cycle is more important

Not possible in 1.9x due to PAWN limitations.. atleast I tried every single way of  getting it work, didnt work

Can be done in 2.0 with a kind of SetWeatherRate, or with timers.

All of the Pawn functions that would have allowed time or weather to be changed by scripts are bugged.
