Title: Weather forecast

2 minutes before the weather changes, a message is displayed to all players with a weather forecast.
Exemple:
<cloudy sky with slightly chance of rain>
2minutes later
<weather changed to cloudy>
15mins later
<The skies will clear and temperatures will raise>
2mins later
<weather changed to sun>

Or The Vice City Courier has Weather Forecasts in it.
