Alright so after my game worked I experienced a really strange bug, When I'm driving a car or running on foot or anything the game is working fine but every 5 seconds the game pauses for like 1 second then continue normally for 5 seconds then pauses again for 1 second and so on, normally like any other person with a little commen sense I thought it was graphic card problem, so I updated my drivers, made sure graphic card is cooled down and tried again, but yet I get the same problem, strange part is that after trying countless of ideas I attemped to open Single player to check it, and belive it or not Single Player is working perfectly fine, so I have no idea what's all of that about, HALP?

You could give us more info about which game you're talking about and more about your computer that you're using.
Anyway, I've experienced similar issues with my games when my backup-software or other hard-drive intensive program is running in the background.

it already says SA:MP, I am not a professional in the hardware and software but I think you got mods? is it just this game or all games?

Intel(R) Pentium (R0 CPU G630 @ 2.70 GHz
4 GB Of ram
64 bit operating system
GT 610 graphic card of 1 gb

Do this. GO to Documents ---> GTA San Andreas User Files and delete gta_sa.set. Re-load SA:MP and then see what happens. I remember I had a problem similar and that fixed it for me.

Happens to me when I play on full resolution... Try the one just below your max res.
-
GTA_Set deleted, and I'm playing on default gfx settings, still nothing helps
-
Have you tried updating or re-installing your latest graphics card driver?
-
Close down internet browser, eventual downloading client (utorrent or similar) and any other program that "steal" CPU power and slowing down your internet.
-
True that, especially Google Chrome, that eats system resources.
-
Mash I've already tried that, and I've also tried to reinstall graphic drivers, yet nothing helps :(

Try lowering your fps limit by using /fpslimit 35 or something.
CPU, GPU and other types of lag feel different, GPU is a constant jitter, CPU is an large jump regularly every couple of seconds, this time period suggests it is Harddrive related.
But if it came on suddenly it is probably a setting in the game which you have changed/decided to kill itself.

Try IG ...
ESC>>> Settings>>> Display Settings>>Advanced>>> And change the High to Low by clciking on it 2 times, worked for me :P
-
Few tips:
1 Set Visual FX to Low from Advanced game Settings
2 Close down unused ram hungry applications and browsers, messengers etc while playing (A good program that I recommend you is GameBooster)
3 Clean up your PC from useless history and cookies often if not daily, I recommend you CCleaner
4 Get a better internet connection
5 Move to Europe
