Control panel -> Uninstall program -> Uninstall GTA San Andreas

Install GTA San Andreas into a different folder.

Just manually remove (delete) the GTA:SA folder and all its containing, aswell the folder "GTA San Andreas user files" in 'my documents', and then reinstall it.

I always keep a copy of my GTA SA on the computer. The game I play, and a RAR file of the game, so when something messes up, I just open that RAR file, and add/remove the files I need to.

Hope I helped...

There's no reason to delete the folder "GTA San Andreas User Files", just delete the file inside of that folder named "gta_sa.set",
Then delete the entire GTA San Andreas folder from Program Files and re-install.

If you don't have GTA/SAMP Client open, then just delete all the files within the folder.
If it still wont let you delete the files/folder, reboot your PC and try again.
