Windows failed to start. A recent hardware or software change might be the cause. To fix the problem:
1. Insert your windows installation disc and restart your computer.
2. Choose your language settings, and then click "next."
3. Click "Repair your computer"

Did you get the msachi.dll is missing by any chance?

If its a laptop, Satellite series I do not think you need a Windows Install disk. Toshiba automatically creates a recovery partition that will allow you to reset the laptop to factory defaults.
You'll need to research the key combination to press on your laptops boot to initiate the recovery mode if it has it.

In that case, go in your setup and see if you have a D: partition named RECOVERY , if you have set it as first one to boot. BTW check the CD's that came with the laptop, as usually Toshiba does give a recovery CD.
Unless they changed to the HP system where you have to burn you won.
If that fails, take a desktop PC, make a bootable CD with the missing files, or use any Windows CD to start up the laptop and repair.

Toshiba still brings the CD with their computers, if you've lost them, you can order them at the site of Toshiba self (most of the time free).
Give that a try.
