EDIT: Forgot to mention that for atleast 3/4 months now the fan that is over the processor is only securely fastned with 3 screws. The fourth is chipped which means it cant be locked onto the motherboard.
Does this happen with GTA SA only or?
The fan is secured to the CPU Heatsink which secures the heatsink to the CPU itself usually, by not having all 4 tightly connected it will cause the heatsink to not work optimally, thus causing cooling issues.
All depending on how old the PC is as the design changed.
I don't think overheat can occur in 5-15 seconds. it not like he is making tea. Overload of ram or related perhaps?

I had the same issue but then i used CCleaner... ticked all the box's and cleaned it then went on run (Windows Key + R) and typed 'Prefetch' and deleted everything there and then emptied the recycle bin... Then it stopped :P
To allow for a more accurate diagnosis you should follow the following steps:
1. Download CPU-Z (http://www.cpuid.com/softwares/cpu-z.html)
2. Provide your PC specs (CPU, Mainboard, Memory, SPD (RAM) and Graphics).
Additionally, you should check your graphics card's hardware integrity. I once had a card that melted the attached fan. You should also put your case back together. An open case allows dust to enter freely and can interfere with airflow.

As said before, get a program like Everest and keep track of the internal hardware temperatures to get an idea of what is going on.
It's more than likely overheating as mentioned multiple times.
It's shutting down to prevent hardware damage, it should never exceed 80C at any point.
