Well lets say it this way.... get them the software and equipment GTA:SA was made on, and limit the maximal use of resources to the average PC at the time GTA:SA was released.
Then lets see if they can make something even closely related

Nope, an i3 would do just fine running GTA V. Just like Max Payne 3. :)

Never used proxy server ever in life but i opened youtube.com throught hidemyass.com,i think it use proxy ...you know..whatever.But cant see the video.

Is it me or is it all North Africans have the lousiest specs? The best game I can play is SWAT 4..with SwiftShader.

Exactly.
You just need an average video adapter to manage the game fine. You can't keep going with the commonplace that you need space PCs to play the game.. Especially if you play the game with a 2+ year-old computer, you should remember that technology goes ahead much faster than what we think, and softwares follow hardware's upgrade.
If by "playing" you mean getting 60 fps with very high settings, that's another story, which includes higher budget :)

I say GTA SA and Vice City is the best in the series so far, GTA IV was a huge fail.

I loved playing them all, GTA:SA probably being the one I least enjoyed, and Vice City being the one I most enjoyed. Vice City is an instant classic.
