Last night,i did a system restore,since my taskbar would not show.And after doing the system restore,the taskbar still did not show in anyway.So i opened task manager and i noticed it looked very very diffrent,almost like another version of windows.So then i shut it off and got tired of it and went to bed.
Now this morning my taskbar shows up with the same problem and a new look.

I don't get what the problem with the taskbar is to be honest, your detail is too bland.
So what's the issue? Is it hidden or moving up and down or what?
The windows theme is what causes the taskbar to look old like that, you need to set the theme to something else.

That's simply a windows theme issue, I didn't use Vista for a long time because of how shite it was so I can't really remember how to change the theme.
Here's something off a random site:
• go to your desktop. In any blank area, right click.
• scroll down to “personalize†and click.
• a dialogue box will come up that says: “Personalize appearance and sounds.†Right below it are seven headers. Choose “theme†which is the sixth item, or second to the last item.
• a dialog box appears with the title “theme settings.â€ÂÂ
• under “themeâ€ÂÂ, you have a small box with a drop down menu. If you click on the arrow, Windows Vista gives you four choices: current theme, Windows Vista, Windows Classic and browse (the browse option allows you to get a theme that you saved in a specific folder. When you choose browse, Vista automatically takes you to your downloads folder where you saved the theme).
• when you click on any of the four choices, you get a preview of the theme. Choose one by clicking “apply†or “OKâ€ÂÂ. If you don’t like any of what you see and decide to stick to what you have, simply click “cancel†or close the dialog box.
It's safe to assume your PC has set the theme to "Windows Classic", you will want to change it back to "Windows Vista" theme setting.

it was already on vista,and when i try to save as that error pops up :(

Then there's an error with that theme, I would suggest trying to download the theme from Microsoft's website (If they even host Vista themes anymore) and apply it.
Or simply download another theme for Vista and install it.

In the 'Run' box found in your start menu, type services.msc then look for 'Themes', make sure that process is started and is set to 'Automatic'.

Did system restore.
Now it's back :D

A system restore was likely not nescessary, but at least it fixed your problem. ;)
