Mods are allowed under one condition; they may not alter handling, speed etc - it may not give you ANY advantage.
The link you posted is a retexture mod, so it only changes the texture of the vehicle which only you can see, these are allowed.

Not only that, because your car model is reporting different collisions from the original one, you will experience more lag and probably cause both opcodes and lag.
There for unless its a retexture or special mod that keeps the original collision intact, any ban you may receive is your risk for using such mod.

Hey Xavier, if you have a car mod that you really like, i can help you with installing it in such a way that it does not affect handling and collision. If you are interested, drop me a PM.

As previously mentioned, the main point is that your mods can't give you any advantage over other players. Things such as handling and speed seems to be fairly easy to avoid, at least in my experiences. What is more difficult is the rate of bugs/opcodes, unwanted attributes like mods designed for single player and especially collision.

With collision, you may find yourself magically being unhittable behind your car or be undefeatable in shootouts because of your skin mod.

So main thing, test and test some more, if it isn't in compliance with Argonath rules, do not risk it and it is completely your own choice to install mods on your game and it is not an excuse that you didn't know if you get banned.
