For every car that i have used that customization is enabled for and is included with the mod, such as the Impreza mod for the Sultan and the GTR Skyline mod for the Elegy have all had some weird glitch. I have installed the game several times now and it does the same exact thing. This did not happen on my old computer, it ran the car mod perfectly fine and it also happens on single player.
This is what it looks like.

You haven't installed the mod correctly, simply put.
It's reading the bumpers and so on for the original car and not the modded model.

I think that you can't have a non-modded vehicle on a modded sultan, got me? Like if you modding sultan with bumpers, etc.. You can't install non-modded Imperza on a sultan which is modded since it will get bugged, so you have to replace it with another car or remove the modifications.

it is made to be customized but it happens on every car XD ill try what devin said and use a .img editor again and see if it fixes it, im also going to get the mod that i used on my older pc.

You need to specifically have a mod which can have modded bumpers and so on, like an Elegy mod I used to have, it was a BMW M3, and the body parts were customized so you could change the bumpers and so on.
So basically the creators of the mod I ran had created all the mods and so on, they had retextured the stock car mods to work with the car-retextured mod itself.
