it is actually their choice if they want to leave or not. You can't stop them by leaving in any way. They have reasons of why they want to leave and you barely have any way to stop them. This rule is kind of useless because people will join and leave and repeat it all the time once in a while

Lol, you're not giving a loan, it's the player's choice wether they stay or leave the family if they like it or not. If someone doesn't wants to give a shit about a family anymore, then they simply wont, you cant force them to. < Simple as that.
