When I try to install it this message always pops up

Try another link, and before installing 0.3x, uninstall 0.3e and make sure 0.3e client is closed when you are uninstalling it

That error message generally also means that the installer is corrupt. Make sure it is fully downloaded before you try to run it.

Downloaded the installer successfully but it always pops up
Or can you give me the file of the installer?

Already tried but it didn't work :(

1. re-download http://sampdl.kingj.net/sa-mp-0.3x-R1-install.exe (http://sampdl.kingj.net/sa-mp-0.3x-R1-install.exe)
2. uninstall samp
3. install 0.3x
4. win ( see if it works :D )

All I did was install 0.3x over 0.3e and it runs without a problem.

So did I, I just downloaded it from sa-mp, unpacked it and installed it over the old o.3e. Works perfect for me.

Move the SA-MP installer to the Desktop, open cmd.exe from the Start > Run and drag the sa-mp-0.3x-R1-install.exe file into the terminal, now leave a space and type /NCRC then hit enter.

It fails to respond half the time once I click connect (even on a fresh install of GTA:SA), sometime's it'll work but majority I have to go kill the processes for them both.
I can no longer use any mods (same one's I've used for a while without problems) as once it's installed the game won't load up at all and have to re-install GTA:SA.

0.3x has brought nothing but problems for me.

Yes it loads fine.
It's just that once I click connect to join the server I get the spinning loading sign next to my mouse cursor then the client will fail to respond and I have to kill the process of SA:MP and GTA:SA. Got to do this a few time's to get it to actually work.
It can't be my game as it does this on a fresh install of both GTA and SA:MP, not to mention deleting the gta_sa.set file. Has to be client related as this is the first time I've had problems with the SA:MP client on this scale. I'll post a report on the official SA:MP forum's to just incase anyone has run into my issue as-well.

By any chance are you using an Anti-Virus or Anti-Spyware program that may be conflicting with it? I'm doubting it, but in rare instances, some GTA multiplayer mods have acted weird because of them being scanned upon running.
