So, I got my new PC for a while.
CPU - AMD A6-3650, 2.6 GHz Quadcore, 4MB L2 Cache
RAM - 8GB DDR3 1600 Mhz
GPU - Asus Radeon HD 6670 1GB GDDR5
When I play GTA:SA, I get mostly 90-100 FPS, but with small lagspikes, around half to one second.
When playing other games, like CoD:MW2 and MW3, ETS2, CS:S, no issues.
Tried different drivers, still same issue. With/Without Dual Graphics, same. Running in XP/Vista Compability mode, as administrator - still same. I set GPU settings low already in AMD Vision Center thing. Low-end graphics set in GTA:SA settings. FPS Limiter makes no change. Neither does removing gta_sa.set file. Removing and installing GTA:SA and SAMP (in new folder) changed nothing.
StreamMemoryFix is already in use.
I tested with Fraps, most of the time FPS is over 90, but with lag spikes, where FPS goes below 10 for short time.
And also, when entering the game, I occur some lag after entering password and Enter. Didn't occur such problems on my previous (crappy) PC.
I already talked with [WS]Energy about it, tried some solutions, we did get some improvements, however lag spikes still occur.
Anyone has more ideas?

Are you running any mods? Cleo, ENB, ELM?

If you're lagging try running CCleaner to remove unnecessary old internet files and so on. Click here for CCleaner (http://www.piriform.com/ccleaner)
If that doesn't solve it, try defragmenting your hard drive. Click here for Defraggler (http://www.piriform.com/defraggler)
It's worth a shot, you shouldn't lag at all with those specs.
Be sure your Direct X drivers are up to date too.

No mods at the moment, clean install.
Brand new PC, CCleaner might help, will give the defrag a go.
DirectX is already up to date, did that aswell.

You could try uninstalling the GPU drivers to see if they are the issue. AMD is a bit weird with uninstalling them completely so if you go for it, use Driver Sweeper.

It was never on. And if it would have been, I wouldn't have had 90-100 FPS most of the time.

I've got lagspikes too(I call them fps drops... lol).Ex. at El Corona when i am driving it runs at around 90 FPS,but every second for a very small time my FPS drops a bit to ex 10-20...
Possibly textures,or server thing.... no idea.

Using HD Textures? Use the cleo stream fix(I don't why, but it seems that the cleo stream fix is better than the asi one.)
No HD Textures? Just use an FPS Boosters(I can't link the download as the program contain's a server name.)
Still lagging? Buy a another new PC.

Have you installed a patch for GTA SA?
I can't remember if its upgrade or downgrade that you must do..

Occurred anytime, everywhere. Even in completely empty LV.

No HD Textures were present at that time. Never believed in such programs, as they didn't give me any improvements. And this PC should have the power to run GTA:SA, if even my old one was able to run it without lag.

No patch installed, as SAMP requires 1.0 of GTA:SA.
As I actually said earlier, I already fixed those lagspikes, I am not sure how, but they are gone :)

Because there's a car dealer in El Corona. My FPS drops to 4-7 near car dealers and the places where too many cars are, like Unity Station. and it happens only on Argo. :(

But I get 70 FPS else where and 110 FPS in SP? o.O

Yeah, this happens for me too. Constant 100FPS everywhere else, but car dealers make me drop a couple of frames.

Totally agree, the AMD uninstall for the display drivers is total donkey dung.
