1. Can civilans pay cops fines with "rp" money? or they have to pay with the "real" money?
2.Should cops accept "rp" surrender? or just down the suspect with non lethal force?(thats what happened to me when i was attempting a "rp" surrender)

Can you just create a roleplay group with cops? i wanted to create a Detective Department which respond to 911 and do investigations...

1) Fines are usually paid using /send or /wire, but if the cop accepts roleplay money as in "/me sends $XXX to the officer", that'd be fine too.
2) When a suspect uses /hail, or gets into a policecar, he is automaticly showing himself giving up, and he must therefor /gu.

I'm going to answer your last question.
Currently, SAPD does limit the amount of unofficial police roleplay groups, due to ongoing reformations in the departament. They should be allowed again in RS5, but as for now, they're closed and will stay that way, so if you will open that group, it will most likely get shut down by the SAPD Command.

No, he isn't forced to type /gu if he raises his arms. He has to comply with the officers though. At least that's what I've heard.

Thats what we have SAUD for, but yes you can as long as your ARPD officer.

As question 1 and 3 have been answered already, I'm not going to repeat those answers.
But everybody seems to have a different opinion about question 2, so why not throw in mine.
I don't see why criminals make such a drama about surrendering if they are planning to comply anyway.
I've been in multiple situations where suspects 'say' they will 'Coöperate' and then start running away..
I don't see why criminals call it unjustified if law enforcers keep spraying them untill /gu or /hail.
I do understand that there's not much RP in having to /Gu instantly, but criminals could just /hail
and then do /Gu when they are being RP cuffed.
This provides a way more secure situation for both the criminals and the officers.
-The suspect can't suddenly change his mind and start shooting/running without unquestionable admin punishments.
-The suspect can't suddenly get shot by officers without unquestionable admin punishment.
In my opinion a suspect refusing to surrender is most likely someone with bad intentions.
I will probably end well in 50 or even 70% of the cases, but why take the risk if not needed..?

Make sure to not add the www. part in the URL's for ARPD and ARFD's websites. They are subdomains, which means they are replacing the www. part. Adding that only bugs the login systems as they are being treated as different subdomains from the original ones. You only only want to use the www. part on websites which are going straight to the domain itself, such as "http://www.argonathrpg.eu/" or "http://www.argonathrpg.com/". Subdomain sites, like "http://arpd.argonathrpg.com/" and "http://arfd.argonathrpg.com/" are already replacing the www. part with the subdomain's name. :)

If you RP surrender in any way (get in cop car, /hail, say in /l) the same rules apply as if you /gu - You are not allowed to run away or shoot etc. Also cops are not allowed to shoot or attack surrendered suspects or force them to /gu. Admins can be called in for abuse by either side.
Bear in mind... /gu is for your own safety. So if you decide to /hail in the middle of a massive shootout and cry to admins when you are killed, you will just be laughed at. Admins do not have any command to remedy stupidity. Also accidents do happen and please have some patience with new players. If new player attacks surrendered suspect, instead of screaming at them or admins "abuse DMER FUUU"... just take 10 seconds and calmly explain to new player the rules, and most times they will not do again.
Personally I do prefer to handle suspects who do not /gu, as if they RP well I have no problem with them escaping. Luckily for me though I can cancelsuspect...
Regarding paying with RP money... expect most cops to spot fake cash and arrest you for that :D
