The ability to change your forum account name was removed(moved to higher ranks) due to the misuse and to keep things in order.

In addition to what was said here, wanting your forum account name changed because you changed/use a different in-game name is not reason enough for it to be changed.

Higher ranks can't do it either. Only those with certain administrative rights can do it, but it's inherited along with other permissions. It's not a specifically-given right on the forums, and it's disallowed from being used except under specific circumstances.
