Ok, I don't know if this is possible but here it goes :D
I've been thinking if it is possible to get a weather system (like actual temperature. When you login, it says 32C or sth). Then when you want to start your car, you need to wait it to warm up. (like in real life) in order to start driving.
I know this is annoying (maybe it could be a feature on/off?) but it is realistic. Also, car dealerships could have an option of remote start your car so you don't have to warm up.
And for rainy days, the cars can have longer braking distance and poorer handling.

As I know , its only in cold weathers that u need to wait , which each day we have a shiny LC under our feet so I dont think it will be needed. :D

In gta 4 there is already that speciality >.<

Oh well, it was just an idea anyways :)

I think a thermometer is kind if useless because the weather doesn't really affect anything in the game, besides slippery tires on rainy days
On the other hand, if there were to be a new vehicle UI, that can be added to make it look flashy
