Try downloading and installing the latest Visual C++ version from here (http://www.microsoft.com/en-za/download/details.aspx?id=5555).
-
I recommend installing Windows Installer 3.1
-

Try uninstalling every C++ update in your add/remove programs
also try uninstalling any .NET framework updates/programs in there also.
Then run windows update or download the programs from the microsoft website.

Mr.Gandalf, Last time , when i downloaded mods, my screen was freezing, so i re-installed GTA, and it was working good, but now i just crashed , and when i tried to join , that says. So at the moment i am trying to re-install them and i hope that will work

Does single-player work? If not, your game installation is corrupted. If so, your SA:MP installation is corrupted.
If the former, reinstall GTA:SA, then SA:MP. If the latter, reinstall just SA:MP.
-
If you re-installed GTASA in the same folder, possibly one or more of the mod files has remained. As SugarD mentioned, check if single player works.
IF you re-install, choose a different folder so there will be a clean and fres install there.
-
Seeing as you have GTA San Andreas in a folder on your desktop, try uninstalling the game and re-installing it within Program Files in a new folder.
-
I recommend you to install windows 7 ;)
It's better and then install GTA SA and Samp.

The location shouldn't affect the install. GTA:SA is independent of installation locations. The only thing that gets weird sometimes is if you install something that uses it's registry key to get the location, but in the case of 99% of the mods out there, SA:MP included, you can manually edit the install path anyway.

You never know with SA:MP itself, there are countless problems which users have with SA:MP for the most pointless reasons.
He still hasn't stated whether single player works or not, so until then I would say it's worth a try.

SA:MP allows you to specifically set the install location. As long as he points it to his GTA:SA install, and SA:MP is installed there, it will run regardless of where the parent folder is located.

Bugs and SA:MP, that's all I am saying.

singleplayer works for me
and sugarD , its saying same, because i just extracted them from Bittorrent, and i just saved them to My Documents, then i tried to install delete and again re-install SA:MP,but it don't works :S

It is unknown what causes this error, but a working fix is creating a new user account on your computer, and installing GTA SA and SA:MP on there, then it will run.
Also, make sure there's no DirectX .dll file residing in any folders.
EDIT: Also, read this. Seeing you're running Windows XP, this might be your issue: http://support.microsoft.com/kb/884538 (http://support.microsoft.com/kb/884538)

I am saying we can't help you fix your problem. You pirated your game, and piracy is not allowed in Argo. Go buy the game.
