Do you run any modified .asi mods? Or a bugged vorbis.dll/vorbixfile.dll/vorbishooked.dll?
The cause of that crash bug is nothing but corrupted/outdated mods.

Delete GTA> Install GTA > Get 1.0v crack

If that is not working re install SAMP

Mods in gta3.img are usually making opcodes while you're in-game, he probably installed ENB or something in main or data folder that is preventing him to start SAMP
