Long time see. I haven't been here in a while, but I'll cut to the chase.
I recently bought parts for my gaming rig and installed GTA IV. When I run the game, everything is fine except for the sound. The sound (all of the game's sound, including voices, cars, and other sound effects) all cut off for about thirty seconds, resumes for about 10, then cuts off again. This happens in both cutscenes and regular gameplay. I've searched this issue on Google, but it seems that I can't get a "dumbed-down" version of what they're saying.
My specs are as follows:
AMD FX-6100 3.3GHz 6-Core Processor
Gigabyte GA-970A-UD3 ATX AM3+ Motherboard
G.Skill Ripjaws X Series 16GB (2 x 8GB) DDR3-1600 Memory
Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Gigabyte GeForce GTX 660 Ti 2GB Video Card
Cheers.

Does it sorta lag, or completely stop?

Can I see the non "dumbed-down" version you have found?

Is your computer really hot when running GTA 4? My graphics card enters a "safe mode" when it's over a certain temperature which makes GTA 4 lag for me.
Maybe your sound card or some components are too hot?

Er, it's been a while and I can't remember what I searched for exactly...

My computer's been maintaining an average of 45,~50 degrees Celsius when playing GTA 4.
