Model (or Model number if that use that format? Like beyond the product name?
Something like Z? XX003 or anything.
What kind of conditions has it been put trough? Have you handled it with care?
Does the fans spin as they should in the short time you power it up? (stable sound)
Does the screen say anything or is it pitch black? (Hard to judge from the rather horrible recording angle)
Have you tried removing the battery and only keep the power cord?
When did the problem arise? And what were you doing the minutes before?
Is there any strange sounds emitted?
Have you switched RAM memory lately? For example upgraded?
Have you switched hard drives lately? For example upgraded?
Did you buy it at a resale? If so, did you get any information about the two above questions?
Operating system?
Please answer as many of these as you can.
Please take a picture of the bottom and the top of the laptop and all sides (front, back and left, right). If you have THEFT identification marking of any sort, blur it out as that information is not relevant, same with any potential CD keys or sensitive information they may have attached to the laptops underside.

And to answer the RAM question.
No, the computer should power up regardless and give you POST diagnostic signals regardless of if a certain hardware does not work, however. If there is a severe combination of more hardware being damaged, such as the motherboard and CPU together, then you will not be able to get POST information. The same can happen if the CMOS is corrupted for some reason.
Also, try this:
Remove all power (adapter power Cord and Battery (for laptops))
Hold down the ON button for 30secs (dispersing internal voltage)
Plug the power cord in only (ie leave battery out, for the moment)
Turn on
Please tell if it provided any results (the instructions marked with the code block)

Well its a Sony Vaio PCG-7181W VGN Series, I have not upgraded RAM or Harddrive. Its a 3 year old laptop it was a brand new laptop. The fans do not turn on, it was handled with care and before this when I use to move my laptop it would turn off. I tried reseating the RAM and HDD and I opened my laptop and cleaned the fand and I think u akso reseated the CPU chip.the scr een akso doesnt show anything.

Have you tried using a hammer? That usually gets rid of my problems.

your battery is bad lol.
if thats not it, attempt to pull out the battery hold the power button for 30 seconds(releases any type of static inside it)
put the battery back in and try again
if that doesn't work if youhave any spare battery's laying aroundtry those

When I plug in the battery and attempt to charge it , it charges. Anyways let me try on that

If you are talking about an issue where it takes almost 1 hour to proceed with each task, then I am having the very same issue. My Desktop had this issue, and it needed a new Hard drive! If it isn't this issue then trust the pure IT specialists!!

It could be lots of things.
If you have only 1 ram stick it may have gone bad. (If you have like 2, remove 1 of them and see if it works.)
It may be your hard drive that has gone corrupted, and it may be the fan that has been filled with dust or is overheating.
-
If you have already removed the battery and placed it back in the laptop and the same issue occurs, then it could be down to a flat battery or something internal.
When last did you use the laptop? Did you shut it down afterwards?
If you haven't used the laptop in a while, how long has it been since it was last turned on/charged it?
Have you tried removing the battery, connecting the laptop to the charger and starting it up with no battery connected?

As far as I know, it may have a hardware problem since i've seen these lights before, the green and orange.Something is preventing it from booting up.
-
Or the system simply isn't able to power the components which means it shuts down as it tries to start reading the hard drive which would be down to a power supply or battery fault.
By the way a laptops battery is said to have around a 3 year life span, depending on how to took care of it during that period that is.

The lights strongly make me think that the HDD has gone bad, but then again you don't need the HDD to get to the motherboard splash screen or the BIOS.
