When i enter my game it says "Signal out of range". I change something in GTA SA options the 1640x1354 how to fix that again couse it don't allow me to come again in game.

Try deleting your gta_sa.set file in your GTA SA User Files
Or
Go into SP and change your resolution to low
Or
Re-install Gta

Yeah What he said:
Stop using refresh rates and resolutions that your monitor doesn't support! And delete [.set] file, and make sure to set appropriate resolutions and refresh ranges for your monitor.
