We encourage you to spend your Microsoft Points balance prior to this change. Although you will not be able to purchase new games, you can continue to enjoy previously purchased content by downloading it through the Games for Windows Live client software as usual."

MS points are getting removed, not achievement points.
MS points are used to purchase games, dlc and other useless stuff.

They're being replaced with money, so now you can buy games with money instead of Microsoft points, which is a very positive change.

I don't think that was possible. You could buy Microsoft points but I am not sure for actual money. You can still use paypal though.

Microsoft's been pulling a number of its services, though I think just to merge them with pre-existing/new products. I think they're working to having one area that caters for everything, which would be good.
