Do you have the correct gta_sa.exe
Did you restart your PC?
Did you force close your gta and sa:mp in task manager?

I think this will help , delete your GTA crack (GTA_exe) and the mod that u have installed that makes your game crash , Download a new GTA crack or something and copy paste it inside GTA user files , if it didn't work , i think u should re install your GTA .

Your game has something in the folder and you're installing it i n the same place.
First uninstall the game properly in control panel. Delete your entire GTA folder.
Make a new folder, install it there. That should fix it. And are you installing it from a setup? Or copy pasting files from some pre-installed backup?  If you're copy pasting, does your backup has any mods?

Delete the file called "gta_sa.set" which can be found in the GTA San Andreas User Files directory.
Also move the installation location of GTA San Andreas to somewhere else on your system other than the current location.
