Owning CB

I would like to sugguest to make it possible to own cb like /cbregister also to make it possible to lock the cb like /cblock and set membership to this cb Member,Moderator,Admin only the owner of the cb could set those ranks and admins of the cb but they can't set admin ranks only the owners also to make entry massage when people enter the cb to see a text like /cbentry Nang Gang CB
