It is not a bug...
Developers wanted to make cars available for the Stadium interiors...
But since players are abusing the possibility of cars in interiors, stadiums will be kept closed... Cars will be disabled in interiors...

You found paradise in Argonath. You had a good game, you made good friends. The admins protected you and there were courts of law. So you didn't need a friend like me. Now you come and say "Aragorn, give me justice." But you don't ask with respect.

And that same thing happens in VC:MP.
But in vcmp it can't be fixed.
